Traditionally development was measured just through a country's wealth by using a measure like , which measured the value of all the goods and  produced within a country in one year.  It is now acknowledged that development means much more than just wealth creation and should be assessed in regard to progress in health and  as well.  All three of these areas are set by government policy and many models for development focus on the latter as it is an investment in a country's future.  Improvements in environmental quality and human rights are seen by some as important goals funded by economic growth, as explored by the Swedish academic .  Some countries have differing views on wealth creation.  For example, those following Sharia law recognise the need to support the poor by giving alms, the concept of which is the same in many developed countries where tax money from the rich is redistributed to those in need.  Such an arrangement is known as the  state, where those who are sick, disabled or unemployed can claim  to help them survive.  The capitalist models of economic growth do not always lead to trickle-down for all and other models recognise the benefits of communal or state ownership of key industries to ensure access for all.  The former Bolivian president  demonstrated how this could be done.  Many European countries do follow this idea by having health services which are free at the point of need.  The US model is very different, being one based on .
