Levels of development can be measured in several different ways and there is no one way of measuring global development. One method of measuring global development is by looking at the HDI rating for each country. Corruption is an issue with a country's - for example, a corrupt president could use taxes to build a lavish palace or live a life of luxury, while the ordinary people live in poverty. One way of measuring corruption is by a measure called the Corruption Index.
