Civil liberties should be prioritised
National security should be prioritised

Quick responses are required to deal with emergency situations, and civil liberties slow this process down too much
There is never a greater priority than the safety of the population
People who have not been proven guilty must receive a fair process. We would expect the same if we were wrongly accused of a crime.
The government decides what constitutes "national security" and can use this to disguise them taking away our civil liberties
If we don't protect our civil liberties, then what sort of freedom are we seeking to defend from terrorists?
Terrorists can hide behind human rights such as freedom of speech in order to plan violent attacks on civilians
By treating everybody with respect and dignity, we can reduce the number of people who turn to extremist views, and terrorism will become less of a problem
Sometimes people pose a danger to themselves as well as others. We cannot simply let them behave however they would like.
Human rights should not be universal as this restricts national sovereignty and prevents us from dealing with foreign threats
People who pose a danger to others are undeserving of the same rights and freedoms
We don't only need civil liberties to protect ourselves from terrorists but also from the violence of an overbearing state
We cannot compromise on our freedoms because when we do it makes it easier for them to be weakened in the future
